The Middle East has emerged as a vital growth market for cleaning equipment accessories globally. In recent years, technical regulations, safety standards, and environmental requirements for imported products have become increasingly stringent. Saudi Arabia, the United Arab Emirates, and the Gulf Cooperation Council (GCC) member states have all upgraded their certification systems, imposing clear compliance requirements on cleaning equipment and accessories entering their markets.
As an OEM/ODM one-stop custom manufacturer with over 30 years of precision manufacturing heritage, Ningbo Huiwei Machinery Co., Ltd. consistently monitors regulatory changes in target markets, providing forward-looking compliance consulting and technical support to global customers. Through this article, we aim to help partners quickly understand Middle East market access rules, avoid compliance risks, and successfully establish trade channels in the region.
Saudi Arabia Market: SASO and SABER Certification System
The Saudi Standards, Metrology and Quality Organization (SASO) is the authoritative body responsible for developing and enforcing national standards in Saudi Arabia. In July 2018, SASO officially launched the SABER electronic certification platform, replacing the traditional Certificate of Conformity (CoC) system, as a mandatory pre-customs clearance procedure for all products exported to Saudi Arabia.
All regulated products imported into Saudi Arabia (excluding those on the exemption list) must obtain the following dual certificates through the SABER platform:
1.Product Certificate of Conformity (PCoC): Confirms the product meets SASO technical regulations, valid for typically 1 year, requiring submission of test reports and technical documents for registration.
2.Shipment Certificate of Conformity (SCoC): Issued for each import batch, verifying that the shipment matches the registered product. This is a mandatory document for customs clearance.
Shipments lacking the above certificates will be denied entry, detained, or returned by Saudi Customs, resulting in significant time and financial losses.
Gulf Cooperation Council: G-Mark Unified Certification
The G-Mark (Gulf Conformity Mark) is the unified product compliance mark of the Gulf Cooperation Council (GCC) six member states (Saudi Arabia, UAE, Bahrain, Kuwait, Oman, Qatar). For cleaning equipment products involving low-voltage electrical components, G-Mark certification is mandatory.
Certification requirements:
1.Manufacturers must submit product photos, Declaration of Conformity in both English and Arabic, technical specifications, risk assessment reports, and valid test reports (test reports must be no older than 3 years from the application date).
2.Products must be tested in accordance with applicable harmonized standards within the scope of GSO technical regulations (typically aligned with the latest IEC standards).
3.Upon certification, products must bear the G-Mark logo and GCTS label (including G-Mark symbol and QR code).
UAE Market: ESMA and ECAS Certification System
The Emirates Authority for Standardization and Metrology (ESMA) regulates products entering the UAE market, ensuring compliance with technical regulations and safety standards. ECAS (Emirates Conformity Assessment Scheme) is the mandatory product access system for the UAE market, jointly supervised by ESMA and the Ministry of Industry and Advanced Technology (MoIAT).
Regulated products without ECAS certification, even if they have obtained market access in other countries, are highly likely to be detained at customs or face fines, delisting, or even recall during market inspections.
The UAE also mandates Energy Efficiency Labels (EESL) registration for certain products, such as air conditioners, refrigerators, and washing machines, which must complete energy label registration before applying for GCC certification.
Environmental and Chemical Regulations
● Saudi RoHS: SASO's technical regulation on restriction of hazardous substances in electrical and electronic equipment, limiting lead, mercury, cadmium, hexavalent chromium, and other hazardous substances. Cleaning accessories with electrical components must comply.
● UAE RoHS: Implemented by ESMA since January 2020, covering 11 categories of electrical and electronic equipment, restricting lead, mercury, cadmium, hexavalent chromium, and other hazardous substances.
● Gulf GHS: In March 2026, six Gulf countries submitted the Draft GSO 2654:2025 for unified chemical classification and labeling, aligning with UN GHS Rev. 10, covering the full lifecycle of dangerous goods from production to disposal.
● REACH Testing: Some Middle East buyers require REACH test reports, testing for SVHC (Substances of Very High Concern) content.
● Material Safety: Plastic, rubber, and zinc alloy parts must provide material chemical composition analysis reports to ensure no prohibited chemical substances are present.
Labeling and Language Requirements
● Product manuals and labels must include Arabic text; some countries require bilingual Arabic-English documentation.
● Country of Origin Labeling: Products and packaging must clearly indicate "Made in China" or country of origin information.
● Energy Efficiency Labels: Certain cleaning equipment must bear energy efficiency grade labels; products not meeting minimum efficiency requirements are prohibited from sale.
● GCTS Labeling: Products with G-Mark certification must bear GCTS labels, including the G-Mark symbol and QR code.
● Packaging and Documentation: Arabic-English bilingual technical files, test reports, and compliance certificates must be provided for customs clearance and distributor registration.
